Assemblymember Rudy Salas from Bakersfield has introduced a substantial bill to the California Legislature aimed at amending current laws to effectively shut down these operations. Salas remarked, “In areas like Oakland, the Central Valley, Riverside, and down to San Diego County, this is a significant concern that affects legitimate local businesses while compromising public safety.”
Bureau of Gaming Control Addresses the Issue
The California Bureau of Gaming Control has formally stated that these sweepstakes cafes are prohibited under state law. Despite this, several venues have chosen to stay open. Salas’ legislation intends to classify the operation of a sweepstakes gambling operation as an unfair business practice, thereby empowering cities and counties to impose civil charges on those who defy the law.
Furthermore, local business owners have conveyed their worries to Salas regarding the increasing crime rates in proximity to these cafes. Salas pointed out, “I’ve seen issues related to drugs, prostitution, and negative impacts on reputable businesses in strip malls associated with these cafes.”
The bill appears to be gaining momentum with bipartisan support, as it has successfully passed through the Assembly Governmental Organization Committee relatively unchallenged.
A recent raid by local law enforcement at a Bakersfield sweepstakes café resulted in the seizure of over $3,000 and several computers, highlighting the extent of illicit activities surrounding these establishments. The Kern County District Attorney’s office highlighted that numerous attempts to reopen places using new software only indicate the establishments’ non-compliance with existing laws regarding illegal gaming.
“The courts have made it clear: sweepstakes operations are illegal, and gaming is against the law in California,” stated Sergeant Joe Grubbs.
